Elzo M. Kannekens DVM | Director Global Public Policy & Multilateral Affairs

Elzo Kannekens joined MSD Animal Health in January 2019 as Director Global Public Policy and Multilateral Affairs. In this position he is responsible for the relationship of Merck Animal Health with multilateral institutions like the World Trade Organization, and the World Organization of Animal Health and serving as a technical expert and strategist for the EU policy team.

Elzo Kannekens has extensive experience in the agriculture and animal health arena as a veterinarian in general practice, a veterinarian at a university bovine health clinic and a lecturer in bovine health management, among others. He also has experience in the consulting field with experience in sustainable agriculture and a focus on communications and business strategy for multinational companies in the animal production chain. In late 2014 he joined the Ministry of Agriculture, Nature and Food Quality as Deputy Chief Veterinary Officer and Head of Unit for Veterinary Market Access.

Elzo studied Veterinary Science at Utrecht University.

Zoe Fourcade | Senior Specialist EU and Multilateral Public Policy & Government Relations

Zoe Fourcade joined MSD Animal Health in February 2023 as Senior Specialist EU and Multilateral Public Affairs and Government Relations. In this position, Zoe is entrusted with the implementation of partnerships between Merck Animal Health and multilateral institutions. Her career has woven through the tapestry of pharmaceutical industries, encompassing both human and animal health sectors, as well as engagements with non-governmental organizations and consultancy firms. Her expertise spans across the sciences and political sciences.
