Stefano Scarpetta is Director for Employment, Labour and Social Affairs at the OECD.
Mr. Scarpetta joined the OECD in 1991 and held several positions in the Economics Department and in his current Directorate. He led several large-scale research projects, including: "Implementing the OECD Jobs Strategy"; the "Sources of Economic Growth in OECD Countries"; and contributed to others including “The Policy Challenges of Population Ageing" and “The Effects of Product Market Competition on Productivity and Labour Market Outcomes”. From 2002 to 2006 he worked at the World Bank, where he took over the responsibility of labour market advisor and lead economist. In this capacity, he coordinated a Bank-wide research program of Employment and Development and contributed extensively to the Bank's investment climate assessments, and returned to the Economics Department of the OECD in November 2006.
Mr. Scarpetta holds a Ph.D. in Economics from the Ecole des Hautes Etudes en Science Sociales (EHESS), Département et Laboratoire d’Economie Théorique Appliquée (DELTA) in Paris and a Master of Science in Economics from the London School of Economics and Political Science.
Romina Boarini
Director, Centre on Well-Being, Inclusion, Sustainability and Equal Opportunity (WISE), OECD
Romina Boarini is the Director of WISE: the Centre on Well-being, Inclusion, Sustainability and Equal Opportunity. She was previously Head of Inclusive Growth and Senior Advisor to the OECD Secretary-General. She launched the Framework for Policy Action on Inclusive Growth and the Business for Inclusive Growth. She is currently co-steering the OECD’s horizontal initiatives on Impact Measurement. Prior, as Deputy Head of the Well-Being Division of the Statistics Directorate and the Head of the Well-Being and Progress Section, Ms Boarini was responsible for the OECD Better Life Initiative, the statistical pillar of the OECD Inclusive Growth Initiative and the OECD Pilot Study on SDGs. She also led the Statistics Directorate’s contributions to SDGs-related National Development Strategies and the project on Business and Well-Being, in addition to overseeing various well-being initiatives in collaboration with OECD member and non-member countries. Before joining the OECD in 2005 as a Young Professional, Ms Boarini was a post-doctoral fellow in Sustainable Development (Chaire EDF-Ecole Polytechnique) and worked as a consultant to the French Ministry of Social Affairs. Ms Boarini holds a PhD in Economics from the École Polytechnique in Paris, and a Master’s Degree in Economics from École des Hautes Etudes en Sciences Sociales (EHESS) in Paris.
Rihards Kols is a Member of the Parliament of the Saeima (the Parliament) of the Republic of Latvia since his re-election in 2018. R.Kols serves as the Chairman of the Foreign Affairs Committee of the Saeima and as the Representative of the Saeima to the OECD. He is also the Deputy Chairman of the political party ‘’National Alliance’’ and is a Millennium Fellow at Atlantic Council.

He is the author of over one dozen books--including his latest, Click Here to Kill Everybody--as well as hundreds of articles, essays, and academic papers. His influential newsletter "Crypto-Gram" and his blog "Schneier on Security" are read by over 250,000 people. He has testified before Congress, is a frequent guest on television and radio, has served on several government committees, and is regularly quoted in the press. Schneier is a fellow at the Berkman Klein Center for Internet & Society at Harvard University; a Lecturer in Public Policy at the Harvard Kennedy School; a board member of the Electronic Frontier Foundation, AccessNow, and the Tor Project; and an Advisory Board Member of the Electronic Privacy Information Center and VerifiedVoting.org.
