David Winickoff is Senior Policy Analyst and Secretary of the Working Party on Bio-, Nano- and Converging Technology (BNCT) at the OECD. A Harvard trained lawyer, he leads work on the responsible development of emerging technologies in areas such as synthetic biology, neurotechnology, gene editing, and the bioeconomy. He came to the OECD from a tenured professorship in bioethics at University of California, Berkeley, where he directed the Program on Science and Technology Studies. He is also an Affiliated Professor of Law at the SciencesPo École de Droit where he teaches the governance of emerging technologies.
